China’s new multinational law threatens free speech beyond its borders

The Chinese Communist Party (CCP) wants food. For decades, the state has systematically targeted anyone who dares to exist outside of its rigid ideological structure. Under Xi Jinping, this obsession has reached fever pitch. We are witnessing a relentless campaign to completely destroy the civilization and freedom of the Uyghurs, Tibetans, Southern Mongolians, and Hong Kongers.
Now, the state has codified this removal of customs into law. On July 1, 2026, the so-called “Law for the Promotion of International Unity and Progress” went into effect. Don’t be fooled by its Orwellian title. This is not about unity; it is an attempt to destroy civilization. It is a program of genocide set in stone, designed to destroy all individual uniqueness until there is nothing left but forced submission to the Government.
This law is a net designed to permanently silence all groups under Beijing’s shadow. Beyond the Uyghurs and Tibetans, it focuses on the cultural preservation of Southern Mongolians, the basic rights of Hong Kongers, the existence of Falun Gong practitioners, and the survival of independent Chinese interfaith communities that refuse to conform to government-sanctioned ideological conformity.

Moreover, this internal cleansing is a direct precursor to external aggression. This authoritarian playbook lays out the existential threat to Taiwan’s vibrant democracy and stands as a warning to free societies everywhere. If the world fails to recognize that subjugation is the basis for the expansion of totalitarianism throughout the world, it risks confirming a plan intended to challenge freedom outside of Asia. Under this law, for Uyghur girls, refusing to marry a Han Chinese can be considered a criminal act. Education in one’s mother tongue is strictly prohibited, replaced by state-sanctioned Mandarin. Parents are legally obligated to train their children to “love the CCP,” while citizens are encouraged to check on their neighbors and report any deviations from government-sanctioned ideals.
To me, this nightmare is not an abstract political concept. A bleeding human wound.
In September 2018, six days after I spoke to a delegation in Washington, DC exposing the truth about China’s concentration camps, the CCP retaliated. They kidnapped my sister, Dr. Gulshan Abbas, a retired medical professional who has never committed a crime in his life. He was convicted on baseless, false charges in a bogus case. He had just turned sixty-four years old, two weeks ago. For almost eight painful years, my family has been forced to sit and count the days of his unjust imprisonment, enduring his absence as a direct result of my freedom of speech.
My sister’s stolen life is the true face of the CCP’s “racial unity”.
However, Article 63 poses a global threat to freedom of speech and sovereignty, stating that “Organizations and individuals outside the territory of the PRC” who undermine their version of ethnic unity will be prosecuted. This copper power grab gives the CCP an arbitrary right to target anyone, anywhere in the world. Speak out against genocide or defend basic human rights from Washington, London, or Tokyo, and Beijing now wants the authority to freeze your property or put a fine on your head.

Just three months ago, on March 30, the terrifying reality of China’s international oppression was directed at my husband, Abdulhakim Idris, an American citizen and Executive Director of the Center for Uyghur Studies. He came to Malaysia on an official academic tour to present the Malay language version of his book “Menace: China’s Colonization of the Islamic World and Uyghur Genocide” which exposes the CCP’s crimes against the Uyghur people. Under heavy pressure from the Chinese government, the Malaysian authorities arrested him. He was held in a holding cell for nearly 22 hours, denied adequate food and water, had his US passport confiscated, and was finally forced to board a flight back to the United States under guard.

If this is what the CCP can arrange before Article 63 goes into effect, it is very scary how bold it will be when it seeks a legal excuse to hunt down dissidents around the world. We have already seen them place bounties on Hong Kong activists using similar foreign clauses. This law will quickly accelerate that danger, casting a dark shadow on international studies, journalism, and human rights advocacy. The United Nations High Commissioner for Human Rights, Volker Türk, human rights experts, and democratic leaders around the world have raised alarm over this law, warning that it violates the basic principles of international law and state sovereignty. Blaming is not enough.
On July 1, the CCP threw off the mask, declaring war on diversity, truth, and global freedom. We can’t wait for the next activist to be outed or silenced. Democratic governments must act quickly to issue a collective warning to Beijing: we will not tolerate authoritarian rule in our world, and we will protect our citizens from international oppression. The world must stand strong, because when something bad happens, peace is a companion.
