President Donald Trump presented an extensive to-do list to Congress during his State of the Union address on Tuesday, urging lawmakers seven separate times to take action on priorities ranging from drug prices and border security to crime and housing policy.
Codify “Trump Rx” Drug Pricing
Trump has urged Congress to include his “Most Favored Nation” drug pricing policy as part of his “Trump Rx” plan. The policy aims to tie US prescription drug prices to the lowest prices paid by other developed countries.
Earlier this month, his administration launched the TrumpRx website, a federal platform designed to allow Americans to search for brand-name drugs and access negotiated lower prices.
The background is from White House agreements said in December it reached nine major pharmaceutical companies, including Amgen, Merck, Novartis, Sanofi and Bristol Myers Squibb. It lists a number of expensive drugs that are offered at discount prices to treat conditions such as diabetes, asthma, HIV, hepatitis C, multiple sclerosis and cardiovascular disease.

Without suggesting that it would be politically difficult to reverse the policy, Trump told lawmakers to “get it together anyway.”
Make the Wall Street Home Shopping Ban Permanent
After highlighting the story of a Houston mother who lost 20 homes to investment firms, Trump called on Congress to make permanent his executive order barring large Wall Street-backed firms from buying single-family homes in bulk. “We want homes for people, not for companies,” he said.
Pass the “Stop Insider Trading Act”
While outlining retirement policy changes and a commitment to protect Social Security and Medicare, Trump voted for ethics reform, calling on lawmakers to “pass the ‘Stop Insider Trading Act’ without delay.”
The measure would bar members of Congress from buying individual stocks and require advance public notice before selling.

Rep. Bryan Steil, R-Wis., who introduced the bill, he told FOX Business in January, “If you want to sell stocks you should go to Wall Street, not Capitol Hill. I think we have an opportunity here to significantly improve America’s trust in Congress.”
Pass “Dalilah’s Law”
Following the case of a little girl who was seriously injured in a crash involving an illegal immigrant truck driver, Trump called on Congress to pass what he called “Dalilah’s Law,” barring states from issuing driver’s licenses to people in the country illegally.
“Dalilah Coleman was only five years old in June 2024 when an 18-wheel tractor trailer plowed into her parked car, going 60 miles an hour or more,” Trump said. “The driver was an illegal immigrant who was approved by Joe Biden and given a driver’s license by open borders politicians in California.”
Coleman’s father said the accident left him in a coma for three weeks and he needed six months of hospital treatment before his family could bring him home.
Restore Border and Homeland Security Funding
Trump has accused Democrats of cutting funding for the Department of Homeland Security, which is currently operating under a partial shutdown after lawmakers failed to reach an agreement on a funding bill.
He called for a “full and immediate restoration” of border and homeland security funding, making it a priority to protect Americans from crime and terrorism.

Eliminate the Holy Cities
The president also urged lawmakers to end so-called sanctuary city policies, which call for “severe penalties” against government officials who block the removal of illegal immigrants.
“They blocked the removal of these people from our country. And you should be ashamed of yourself,” Trump told Democrats to the cheers of Republicans.

Pass Tougher Laws for Repeat Offenders
Wrapping up his requests for legislation, Trump called on Congress to pass tougher sentencing laws to ensure that “violent repeat offenders are put in prison — and, importantly, that they stay there.”
He cited the death of Iryna Zarutska, 23, a former refugee from Ukraine, who was stabbed to death on a train in Charlotte, North Carolina in August.

“Iryna was riding the train home when a depraved monster who had been arrested more than a dozen times and was released without bail, got up and cut her with a knife in the neck and body. No one will ever forget that there were people on that train,” said Trump. “No one will ever forget the look of fear on Iryna’s face as she looked at her attacker in the last moments of her life. She died instantly. She had survived a brutal war, but was killed by a hardened criminal who was let loose in America.”
